What is a permanent resident?
If a foreign national residing in Japan wishes to change their status of residence to "permanent resident," they need the approval of the Minister of Justice. This can be considered as one type of permission for changing the status of residence of a foreign national who has a valid status of residence in Japan.
If a foreign national residing in Japan becomes a "permanent resident," they may lose their status if they leave Japan without obtaining a "re-entry permit" or if the period of their "re-entry permit" has expired after leaving Japan. Furthermore, even as a "permanent resident," provisions for "forced deportation" or "revocation of residence status" may apply, and there are obligations to report changes of address and renew the validity period of their residence card.
